Uruguayan woman sentenced for electrical fraud in National District
Santo Domingo.- A National District court sentenced Uruguayan Julia Noelia Velásquez Charpantie to 20 days of pretrial detention and ordered her to pay 20 times the minimum wage for electrical fraud, totaling RD$394,422.29, plus RD$500,000 in compensation to Edesur Dominicana. The fraud involved tampering with a 240V meter at her Bella Vista residence to prevent accurate recording of electricity consumption.
The Public Prosecutor’s Office conducted an inspection and issued a fraud report on December 14, 2022. Attorney General José Aníbal Carela, acting head of the Deputy Attorney General’s Office for the Electric System (PGASE), stated that the sentence was for violating the General Electricity Law No. 125-01, amended by Law 186-07. Attorney General Carmen Díaz Amézquita presented the evidence that led Judge Franny Manuel González to issue the ruling.
The trial was ordered to proceed by the Second Court of Instruction of the National District on July 12, 2025, and the Fourth Chamber of the Criminal Court of First Instance issued the sentence on August 11, 2025.

She has been singled out. There are thousands of others, to include Dominicans, who have defrauded the electric companies. It seems gov’t desires to focus on foreigners who do the unacceptable. The locals are without sin?
