UN delegation visits Haina Migration Center to review procedures

Santo Domingo.- A delegation from the United Nations’ permanent office in the Dominican Republic visited the Haina Migration Processing Center (CPM), where they were welcomed by Vice Admiral Luis Rafael Lee Ballester, director of the General Directorate of Migration (DGM). During the tour, Lee Ballester explained each step of the process applied to undocumented foreigners brought to the facility, addressing questions from the visitors.

UN Resident Coordinator Julia Sánchez highlighted that this was her first visit to the center and expressed appreciation for the detailed explanations regarding biometric identification, legal procedures, medical care, and ongoing improvements to the infrastructure. She reaffirmed the UN’s commitment to supporting the Dominican government in managing migration issues while ensuring compliance with national laws and international standards. Sánchez also acknowledged the challenges posed by the crisis and institutional weaknesses in Haiti, which complicate migration control efforts in the Dominican Republic.

The UN delegation reviewed verification procedures for detainees, including identity checks, detection of forged documents, and monitoring of recidivism. They also recognized the collaborative work between the DGM and UN agencies such as UNICEF, IOM, and UNHCR, which provide oversight and advocate for the protection of migrants’ rights and well-being.

Lee Ballester emphasized the strong coordination between the DGM and these agencies, noting UNICEF’s permanent presence at the Haina center, especially in cases involving children. The delegation toured the facilities and received updates on investments and upgrades underway to enhance the center’s operations.
