DGM and Haitian Embassy review protocols for migrant processing
Santo Domingo.- The Director General of Migration (DGM), Vice Admiral Luis Rafael Lee Ballester, ARD, met with consular representatives from the Haitian Embassy in the Dominican Republic, led by Minister Counselor Ralph Giraldo Raphael, to review the protocols governing interdiction operations and the handling of migrants in DGM detention centers.
During the meeting, Lee Ballester emphasized that all procedures are carried out in strict compliance with Migration Law 285-04 and its regulations. He assured Haitian officials that the actions of DGM personnel, along with supporting military and police units, are conducted with full respect for the human rights of undocumented migrants. He reaffirmed the institution’s willingness to maintain ongoing dialogue and cooperation with Haitian authorities.
Lee Ballester confirmed that interdiction operations will continue nationwide as part of a comprehensive migration control strategy. He also noted that repatriations are being carried out in an orderly manner at the border crossings of Dajabón, Elías Piña, Jimaní, and Pedernales, during authorized binational operating hours. These transfers are coordinated between DGM Migration Control personnel, the Dominican armed forces, and state security agencies.
Haitian diplomats attending the meeting included Dr. Hipólito Dolis from the mission’s Legal and Immigration Affairs Department, Consul General in Santiago Stephen Junior Cherefant, Consul Fito Zephieren, and Vice Consul Marie Danielle Lundi. The DGM was also represented by General Pilot Juan Carlos Vicente Pérez, FARD, and Colonel Manuel de Jesús Carrasco Guerrero, ERD.
