Ombudsman urges PARLACEN to collaborate on fundamental rights protection

Honduras.- The Ombudsman of the Dominican Republic, Pablo Ulloa, urged deputies of the Central American Parliament (PARLACEN) to collaborate in safeguarding fundamental human rights.

In his address to the Plenary Assembly, Ulloa emphasized the importance of creating a unified document to promote responsible citizenship. He proposed leveraging PARLACEN’s leadership to establish a Memorandum of Understanding between PARLACEN and the Dominican Ombudsman’s office to promote best practices in teaching the Constitution to children, adolescents, and young people.

Reaffirming his commitment to justice and equity, Ulloa encouraged the promotion of research and discussion through international cooperation to enhance public discourse. He highlighted key areas such as the quality of public services, education, transportation, employment, and other social policies.

Ulloa also presented the strategies implemented by his institution, offering PARLACEN the support of the Opportunities Office, the Observatory, and the Ombudsman School as part of the proposed Memorandum of Understanding.

“Take that step forward to reach our people with a message that can build more and better citizens. Create the conditions so that we can all achieve a state of well-being,” Ulloa stated. He added, “Guarantee good public administration to ensure fundamental rights.”

PARLACEN President Silvia García praised Ulloa’s work as Ombudsman and his significant support for women globally. “In Pablo, we have an ally and a great defender, as demonstrated in his performance of duties,” she said.

Ulloa’s proposal was well-received by the parliamentarians, who supported the initiative to sign an agreement with a focus on including people with disabilities. They described his address as a message of peace.
