Abinader launches Municipal Land Titling Program
Santo Domingo.- As part of efforts to strengthen legal certainty and promote social and economic stability, President Luis Abinader launched the Municipal Land Titling Program by delivering 1,900 property titles in the provinces of Monte Plata and San Antonio de Guerra. This is part of a broader initiative that will provide 4,800 additional titles, ultimately benefiting over 7,600 residents in both communities.
In Monte Plata, 1,400 titles were handed out, benefiting 5,600 people across neighborhoods such as Barrio Lindo, Bella Vista, and Los Maestros. During the event, held at the Dr. Fidel Mejía Sports Center, Abinader celebrated the impact of property ownership, stating that “today, you are all homeowners,” and encouraged local leaders to help mediate unresolved cases to complete the full title delivery.
In Guerra, 500 of a planned 1,800 titles were presented, benefiting more than 2,000 people from sectors including Barrio San José and Barrio La Cancha. President Abinader emphasized that these titles bring not just legal certainty but also “social justice, peace of mind, and economic opportunity.” He also announced plans to fund the construction of the La Pluma Highway, a long-awaited infrastructure improvement for the area.
Duarte Méndez, executive director of the Land Titling Unit, noted that some families had been waiting decades—up to 40 years—for legal documentation of their land. The titling effort, covering over 383,000 square meters, was carried out free of charge, saving families a total of RD$40 million. This municipal program operates independently from the National Titling Plan and is funded by the Dominican Municipal League to regularize lands owned by local governments.
