Santo Domingo.- President Luis Abinader has issued Decree 268-25, establishing a temporary honorary advisory commission to review and recommend improvements to the Dominican Republic’s immigration legal framework. This initiative addresses the increasing complexity of migration in the country, influenced by its strategic location, economic growth, and the shared island with Haiti. The goal is to develop a modern and clear legal system that balances national sovereignty with respect for fundamental rights.
The commission will be composed of prominent legal experts in both public and private law, and will be led by Dr. Milton Ray Guevara. Other members include Dr. Jimena Conde Jiménez, Dr. Justo Pedro Castellanos Khoury, Dr. Juan Manuel Rosario, Dr. Belén Catalina del Toro, Lic. Lenis García Guzmán, Lic. Javier A. Suárez, Lic. Félix Tena de Sosa, and Lic. Jatzel Román González.
Reporting directly to the President and administratively under the Ministry of the Presidency, the commission will receive support from relevant state institutions during its review. Its mandate will end once it completes its analysis and presents its final recommendations to the Executive Branch.
