IDAC unveils Strategic Plan 2025-2028 to bolster aviation safety and modernization

Santo Domingo.- The Dominican Institute of Civil Aviation (IDAC) today officially unveiled its Institutional Strategic Plan (PEI) 2025-2028, a pivotal roadmap designed to strengthen operational safety and maintain the nation’s leading position in regional aviation.

“This plan is more than just a technical document; it’s a declaration of principles and an institutional commitment to operational safety, sustainability, and technological innovation in the aeronautical sector,” stated Igor Rodríguez Durán, IDAC’s Director General, during the official presentation.

The PEI 2025-2028 will guide IDAC’s management as the regulatory body for civil aviation in the Dominican Republic over the next four years. It aims to drive significant transformations in the supervision, regulation, and modernization of Dominican civil aviation, ensuring alignment with international standards of excellence and national development goals.

Rodríguez Durán emphasized that the plan is the result of a rigorous, participatory, and transparent process, incorporating input from administrative and technical staff, as well as various stakeholders across the aviation sector.

The plan’s implementation comes at a strategic time for Dominican aviation, following three significant recent milestones: the update of Civil Aviation Law 491-06, the FAA’s IASA audit, and the signing of an Open Skies Agreement with the United States. These developments are expected to significantly boost the country’s air connectivity, enhance its regional standing, and attract new investment opportunities.

Developed in accordance with the Ministry of Economy, Planning, and Development’s (MEPyD) new methodology for public sector strategic instruments, the PEI 2025-2028 aligns with the objectives of the National Development Strategy 2030 and the 2024-2028 Government Plan. It also adheres to major international civil aviation standards set by the International Civil Aviation Organization (ICAO) and other specialized bodies, incorporating initiatives for sectoral transformation and modernization.
