Abinader attributes blackouts to increased electricity demand, plant shutdowns, and the presence of sargassum.

Santo Domingo — President Luis Abinader explained this Thursday that the recent blackouts in different parts of the country are due to a combination of three factors: the sustained increase in electricity demand, the temporary shutdown of several generating plants for maintenance, and the effects of sargassum on generating facilities.

The president noted that national peak demand increased from approximately 2,730 megawatts in August 2020 to approximately 4,000 megawatts in August 2025, an increase he described as significant and attributed to the high temperatures this season.

“Imagine the exasperating heat,” he commented, justifying the impact of climate change on energy consumption.

Coincidences

Regarding the second element, he noted that several plants have had to shut down for scheduled maintenance, which has temporarily reduced the system’s available capacity. Added to this, he said, is the massive influx of sargassum, which is affecting the operation of generators that use seawater for cooling.

“That’s why mobility was so severe yesterday. We’re doing everything we can every day to gradually and secondarily eliminate that mobility,” Abinader said, referring to the fluctuations in service.

The president assured that, even at the worst moment of the previous day, the country had 91% electricity coverage, according to official statistics. He reiterated that his Government is aware and concerned about the situation, and promised to continue working “day by day” to normalize the supply as soon as possible.

“Abinader attributes blackouts to increased electricity demand, plant shutdowns, and the presence of sargassum.” What is absent from his list is the lack of sufficient stored backup power to satisfy demand.
