President Abinader enacts new Public Procurement Law
Santo Domingo.- President Luis Abinader signed a new Public Procurement Law on Monday, marking a significant milestone in the Dominican Republic’s efforts to modernize state operations. Joined by Carlos Pimentel, director of the Public Procurement Agency, Abinader described the law as a transformative step in how the government manages public resources.
The president emphasized that the law introduces a system designed to ensure that every peso spent by the state translates into tangible benefits—such as infrastructure, services, and development opportunities—for the Dominican people. He highlighted it as a major shift in the government’s relationship with its citizens.
Carlos Pimentel explained that the law mandates strategic planning within the procurement process by aligning spending with budget goals and national development strategies. It also establishes the National Public Procurement System, which features digital tools, interoperability between institutions, and real-time monitoring. Additionally, the law reinforces anti-corruption efforts by coordinating oversight with agencies like the Directorate of Ethics and the Comptroller’s Anti-Fraud Unit.

Hiring independent auditors would be a start.
