Mayor of Dajabón proposes bill to regulate land sales to foreigners in border provinces

Dajabón.- The mayor of Dajabón, Santiago Riverón, presented a draft bill to the Chamber of Deputies on Thursday seeking to regulate the sale of real estate to foreigners in the Dominican Republic’s border provinces and promote a Dominicanization plan in those regions.

During the delivery of the proposal to the Permanent Committee on Border Affairs, Riverón explained that the initiative is rooted in the Constitution, particularly Article 51, which guarantees property rights for Dominicans. The proposed law would regulate property acquisitions by foreign nationals in border provinces such as Montecristi, Dajabón, Elías Piña, Independencia, Santiago Rodríguez, Bahoruco, and Pedernales, ensuring compliance with Articles 9 and 10 of the Magna Carta.

The bill also aims to strengthen measures against irregular migration and human trafficking, in line with Law 285-04 on migration, and proposes the creation of a Support Fund for the Dominicanization of the Land Border, allocating 2% of ordinary state income over five years. Additionally, municipal councils and district boards would oversee enforcement in coordination with state security institutions, with penalties for violations.
