Intrant issues new national standard for approved motorcycle helmets
Santo Domingo.- The National Institute of Transit and Land Transportation (Intrant) issued a new Technical Regulation establishing the standardized requirements for helmets used by motorcycle drivers and passengers nationwide. The measure, grounded in Law 63-17 and Decree 256-20, was internationally validated after being presented to the World Trade Organization (WTO), reinforcing the Dominican Republic’s commitment to transparency and technical cooperation. Developed with guidance from the FIA Foundation, the regulation underwent a broad consultation process with importers, sellers, motorcyclist associations, and other key stakeholders.
The rule authorizes helmets certified under globally accepted norms, including UN/ECE 22-06, DOT, SNELL, and several others, while prohibiting half helmets due to insufficient protection. Approved helmets must include features such as a rigid shell, shock absorption, and a secure retention system. Both drivers and passengers are required to wear certified helmets correctly, avoiding damaged or expired equipment, with penalties established under Law 63-17 for noncompliance.
The regulation was announced during the 2025 Regional Dialogue on Public Policies for Transport, organized by the IDB and the ITF-OECD. Intrant’s executive director, Milton Morrison, emphasized that each certified helmet represents a life protected. Intrant and Digesett will accompany the measure with educational and inspection campaigns.















This is little improvement. Most moto operators will not use them or any other type of helmet.
Even the police rarely use helmets…even when doing helmet enforcement.
Both drivers and passengers are required to wear certified helmets! Yeah, right. I have yet to see any MotoConcho passenger wearing a helmet or one ever being offered.
