Brazil recognizes the Dominican Republic as a benchmark in traceability system implementation

Santo Domingo.- The Dominican Republic has gained international recognition for its effective strategy against illicit trade and adulterated alcohol, presenting its traceability and inspection system to the Brazilian Senate as a model of public-private collaboration and sustainable success.

This comprehensive approach has resulted in zero deaths from adulterated alcohol, the seizure of over 135 million illicit products, and a significant reduction in smuggling nationwide. Deputy Minister of Internal Trade Ramón Pérez Fermín, representing the Ministry of Industry, Commerce, and MSMEs (MICM), detailed these accomplishments before Brazil’s Senate Committee on Social Affairs, highlighting the coordination among multiple Dominican institutions — including Customs (DGA), Public Health, Pro Consumidor, Ceccom, the National Police, and the private sector through the Association of Industries (AIRD).

Pérez explained that the success stems from the Traffico system, a digital traceability and fiscal control platform for alcohol and tobacco developed by Sicpa and implemented by the General Directorate of Internal Revenue (DGII). Each product receives a unique tax stamp with visible and digital security features, allowing authorities and consumers to track it from production to sale.

Through the “Revísame” mobile app, citizens can scan product codes to confirm authenticity, promoting transparency and consumer safety. The World Bank has also recognized this system as a global best practice, praising its use of technology and institutional collaboration to combat tax evasion and protect consumers.
